‘Growler store’ request made of City Council

A local businessman is asking the city for a new class of beer license that would allow him to sell craft beer for home consumption.

Rob McGowan told Council members Monday during the work session of his idea to open a “growler store” or draft beer house in downtown Cleveland. No action was taken by the Council.

He said the store could not exceed 1,000 square feet. It would be a place where kegs are tapped and the beer is dispensed into growlers closed with a twist cap and plastic seal.

A growler, he explained, is a glass container ranging in size from 8 ounces to a half-gallon used for transporting beer. A refundable deposit is required for the container.

“A growler is a glass or ceramic jug used to transport craft beer,” McGowan said in a 10-minute presentation. “The explosion of craft breweries and the popularity of home brewing has led to the emerging market.”

Growlers can be used for carbonated water beverages.

“Distilled spirits and wines are not sold, only premium craft beer,” he said. “Consumers are allowed to taste the beverage before buying.”

Consumers may taste up to three shot glasses or 5.5 ounces, which is the reason for the special category.

The stores are for retail carryout only, unlike a brewpub that produces craft beer consumed on-site in a bar or restaurant setting.

The Council approved the following consent agenda items by a 5-0 vote. Councilmen Bill Estes and David May were absent:

n Final passage of Ordinance 2013-41 to amend Title 15, Chapter 7 of the Municipal Code that would allow the police department to immobilize or “boot” motor vehicles involved in three or more parking violations.

n Final passage of Ordinance 2013-42 to abandon a portion of West Lake Drive.

n Final passage of Ordinance 2013-43 to rezone 4.3 acres along North Lee Highway and King Den Drive from Residential Agriculture to Commercial Highway.

n Final passage of a motion to deny Ordinance 2013-44 concerning the annexation and zoning of 64.4 acres located on Freewill Road, including Prospect Apartments and a section of Interstate 75 right of way.

The owner of Prospect Apartments requested annexation to gain access to the city sewer system or condemnation by the Tennessee Department of Environment and Conservation. The dilemma was resolved after Prospect Elementary School agreed to allow the apartment complex to tie into its connection.

n Resolution 2013-86 authorizing Mayor Tom Rowland to sign a grant application for the High Visibility Enforcement Grant in the amount of $5,000 for rechargeable LED flashlights.

n Resolution 2013-87 authorizing the mayor to sign an agreement with TDOT for a feasibility study for 20th Street from Shady Lane to Michigan Avenue Road, and Michigan Avenue Road from north of Benton Pike to Stuart Road.

n Resolution 2013-88 authorizing the mayor to sign a proposal with TDOT concerning the Highway 60 project.

n Appointment of Donald Humes to the Housing Board of Adjustments and Appeals for a three-year term and the reappointment of Ashley Ownby, Susie Gilbert and Bob Petitt for additional three-year terms to expire in October 2016.

n Accepted a bid from Ross Construction in the amount of $39,500 for a basketball court at South Cleveland Community Center. The project is funded by the Community Development Block Grant program.

n Accepted a bid by Parris Roofing in the amount of $78,220 for a new roof on South Cleveland Community Center. The project is funded by an energy grant.
