Cell tower ordinance talks are delayed

Three anticipated discussions originally listed on Tuesday night’s agenda for the Cleveland Municipal Planning Commission were delayed for a month so what could have been a potential two-hour session was condensed into a brief, 15-minute visit.

City planners had hoped to approve amending Section 3.13 of the Cleveland Zoning Code which regulates the placement and operation of telecommunications (cell) towers. However, this debate was moved to the March session because input is still being received on the amendment wording from organizations like the Tennessee Wireless Association and Verizon Wireless — both of which in the last two months have offered their assistance in helping the city to modernize its ordinance.

As an accompanying piece, the group had planned to act on a request by property owner John Eldredge on behalf of Verizon Wireless for approval of a cell tower for the Peerless Wireless Communications Facility at 1455 Stuart Ave. N.W. (49F Group F Parcel 1.02) which is zoned commercial highway (CH).

Cleveland Community Development Director Greg Thomas reported that he and city attorney John Kimball are reviewing the information now and should be prepared to make a full report at the March gathering.

Another briefing originally planned near the end of the planning commission’s agenda was a report by Christy Williams and Jan Cheek representing the Cleveland Shade Tree Board. Planning Commission Chairman Tim Henderson said their report was going to include an update on current Tree Board activities. It too will be delivered at the next meeting in March.

Other business conducted Tuesday in the upstairs City Council Chambers of the downtown Municipal Building included that planners:

n Welcomed a new member to the planning commission. Tricia Haws was sworn into office earlier in the day by Mayor Tom Rowland.

n Approved a preliminary plat by Keith and Charlotte Jones for Stonebriar Lot 22, a townhome subdivision of about .35 acres on Stonebriar Drive N.E. It is zoned R2.

n Approved a preliminary plat by D&S Custom Homes LLC for Stonebriar Lot 23, a townhome subdivision of about .31 acres on Stonebriar Drive N.E. It is zoned R2.

n Approved a preliminary plat by Steve Birger Construction Company LLC for Stonebriar Lot 27, a townhome subdivision of about .31 acres on Stone Castle Drive N.E. It is zoned R2.

n Approved a preliminary plat by T.P. Haws for Stonebriar Lot 32, a townhome subdivision of about .36 acres on Stone Castle Drive N.E. It is zoned R2.

n Approved a Plan of Services for the 2011 annexation of an area off Buchanan Road which is a site located south of the southern Walmart SuperCenter. The site is zoned R3. In a separate ordinance, planning commissioners approved this 15-acre site for annexation into the city of Cleveland.
