The Cleveland Daily Banner, as well as other media outlets, received an email notice on Saturday of the meeting which was to have included discussion of the organization’s nonprofit status and the appointment of new board members.
The communication was sent by Betti Gravelle, president of the SPCA board, and stated the meeting would occur at 5:30 p.m. at the SPCA.
However, postings on the courthouse doors said the meeting would occur in the County Commission meeting room.
Gravelle sent out a notice late Monday stating the meeting had been cancelled “due to confusion regarding the location.”
Commissioner Charlotte Peak-Jones, who serves on the board, said she was told by a representative of the comptroller’s office there was not adequate notice of the decision, in addition to the location situation.
The comptroller’s office is the one that oversees and rules on violations of the act.
The act states the law applies to “the board of directors of any not-for-profit corporation authorized by the laws of Tennessee to act for the benefit or on behalf of any one or more counties, cities, towns and local governments.”
There are no specifics as to how long a meeting must be advertised as it only requires “adequate public notice.”
Peak-Jones said she was told “weekends don’t count” and the board would be written up if the meeting were held.
There has been no communication when or where the meeting may be rescheduled.
The next regular meeting of the SPCA is set for Aug. 18 at 7 p.m. in the County Commission meeting room.
That date coincides with the 30 days the board in a split vote gave to Gravelle to implement the model of operations she said she had devised for the shelter and had never been put into place.
