This list include individuals who are, or have been, incarcerated in the Justice Center, and can include arrests made by the BCSO, the Cleveland Police Department, the Charleston Police Department, Tennessee Highway Patrol, Drug Task Force and other local law enforcement agencies.

The following information was gathered solely from the Bradley County Sheriff’s Office. This list include individuals who are, or have been, incarcerated in the Justice Center, and can include arrests made by the BCSO, the Cleveland Police Department, the Charleston Police Department, Tennessee Highway Patrol, Drug Task Force and other local law enforcement agencies.

Those being held by federal law enforcement are not listed, as these individuals are only held at the jail, but not locally charged.

Names, ages and addresses are published as provided by the BCSO.

Not every arrest leads to a conviction, as these charges may be rescinded.

Guilt and innocence are determined through the court system.

Any charge that is dropped should be reported to the Cleveland Daily Banner, which will confirm the action through an inspection of jail records.

• Nutera May Finnell, 29, 650 Dockery Lane, was arrested by the Cleveland Police Department for failure to appear (driving on a revoked driver’s license, driving left of center).

• Richard Lee Gould, 30, 272 Bolen Lane N.E., Charleston, was arrested by the Cleveland Police Department for second offense driving under the influence, driving on a revoked driver’s license, speeding, financial responsibility, tinted motor vehicle window, [allegedly not having] headlights on in inclement weather.

• Jack Dye, 23, 3014 Ramblewood Circle N.W., was arrested by the Bradley County Sheriff’s Office for a Hamilton County warrant.

• Thomas Harold Hall, 45, 291 Old Kinser Road, was arrested by the Cleveland Police Department for failure to appear.

• Jonathan Todd Ridgeway, 32, 112 Maple Mill, McDonald, was arrested by the Cleveland Police Department for failure to appear.

• Harry L. Blair, 55, 1081 High St. N.E., was arrested by the Cleveland Police Department for manufacture, sell, delivery and possession of meth, driving on a revoked driver’s license, simple possession/casual exchange, possession of drug paraphernalia.

• Rita Fay Guzman-Traylor, 36, 3154 Raben Drive, was arrested by the Cleveland Police Department for disorderly conduct.

• Charles H. Dumus, 42, 2090 Benton Pike, was arrested by the Cleveland Police Department for failure to appear (driving on a revoked driver’s license, speeding), failure to appear (driving on a revoked driver’s license).

• Tylor M. Reed, 29, 660 Hiwassee Ave. N.E., was arrested by the Cleveland Police Department for domestic assault.

• David Eugene Ludtke, 32, 1640 N. Tennessee, Nashville, was arrested by the Bradley County Sheriff’s Office for failure to appear (shoplifting).

• Megan F. Whaley, 18, 3528 Tacoma St. N.W., was arrested by the Cleveland Police Department for public intoxication.

• Liam Patrick Roche, 33, 2406 Dewey St., Hollywood, Fla., was arrested by the Cleveland Police Department for public intoxication, Schedule IV drug violations, simple possession/casual exchange, possession of drug paraphernalia.

• Richard Allen Ballinger, 31, 147 Green Shadow, was arrested by the Cleveland Police Department for non-payment of child support.

• Medardo Perez Velasco, 37, 1530 Blythe Ave., was arrested by the Cleveland Police Department for failure to appear (three counts of domestic assault, reckless driving, speeding), failure to appear (driving on a revoked driver’s license, simple possession, seatbelt), failure to appear, manufacture, sell, delivery and possession of meth, driving on a revoked driver’s license.

• Jeremy Ray Baxter, 40, 156 Cloverleaf Court, was arrested by the Bradley County Sheriff’s Office for domestic assault.

• Manuel Charles Carter, 56, 565 2nd St. S.E., was arrested by the Cleveland Police Department for criminal trespass, public intoxication.

• Kelly Lee Wright Gray, 26, 310 McClure Road S.E., was arrested by the Cleveland Police Department for failure to appear (driving on a revoked driver’s license, no insurance, registration).

• Thomas Joseph Tocha, 66, 1177 Wilson Ave., S.E., was arrested by the Cleveland Police Department for domestic violence.

• Carl Bascom Williams, 39, 1280 Benton Pike, was arrested by the Bradley County Sheriff’s Office for criminal impersonation.

• Justin Samuel Munshower, 32, 109 Rocky Mount Road, Athens, was arrested by the Cleveland Police Department for public intoxication.

• Joseph Richard Kirchaine, 47, 665 Freewill Road N.W., was arrested by the Bradley County Sheriff’s Office for domestic assault.

• Destany Hicks, 18, 679 Gaut St. S.E., was arrested by the Bradley County Sheriff’s Office for driving while unlicensed, failure to exercise due care, failure to maintain lane, financial responsibility.

• Michael Anthony Basham, 30, Homeless, Cleveland, was arrested by the Cleveland Police Department for criminal trespass.

• James Allen Hyde, 43, 1980 Pell St., was arrested by the Cleveland Police Department for simple possession/casual exchange, fourth offense driving on a revoked driver’s license.

• Tiny Michell Earwood, 45, 176 Branam Road S.E., Old Fort, was arrested by the Cleveland Police for manufacture, sell and delivery of meth, misdemeanor possession of drug paraphernalia.

• Bruce Allen Durham, 47, Homeless, Cleveland, was arrested by the Cleveland Police Department for driving on a suspended driver’s license, financial responsibility law.

• Derrick A. McKenzie, 20, 4417 Oakwood Drive, Chattanooga, was arrested by the Cleveland Police Department for domestic assault (Hamilton County).

• Jonathan Walter Bates, 33, 2445 Old Parksville Road, was arrested by the Cleveland Police Department for a Polk County warrant (violation of probation).

• Stephanie Janette Bennett, 26, 775 41st St., was arrested by the Cleveland Police Department for a Polk County warrant, misdemeanor violation of probation, failure to appear (drug paraphernalia).

• Valeriy Y. Ivakhov, 26, 127 Ledford Lane, was arrested by the Bradley County Sheriff’s Office for misdemeanor violation of probation.

• Christopher Lynn Harden, 36, 726 Willow St. N.W., was arrested by the Cleveland Police Department for misdemeanor violation of probation (failure to pay fines, fees, costs, contact probation officer).

• Chelsea Danielle Coulter, 27, 412 Windy Ridge, Dayton, was arrested by the Cleveland Police Department for misdemeanor violation of probation.

• Joshua James Gaddis, 28, 1519 Old Chattanooga Pike, was arrested by the Cleveland Police Department for misdemeanor violation of probation.

• David Ryan Ware, 26, 430 Fairhill Drive N.E., was arrested by the Bradley County Sheriff’s Office for capias: failure to appear (first offense driving under the influence, simple possession/casual exchange), misdemeanor violation of probation (failure to pay fines, fees, costs, contact parole officer, complete DUI school).

• Natasha Keith, 41, 117 Dixon Ave., was arrested by the Cleveland Police Department for misdemeanor violation of probation, criminal impersonation, lights on motor vehicle.

• Oscar Galvan, 21, 4010 Old Tasso Road N.E., was arrested by the Cleveland Police Department for misdemeanor violation of probation (possession of Schedule II drugs, possession of drug paraphernalia).

• Robert Eugene Posey, 30, 1390 Benton Station Road, Benton, was arrested by the Cleveland Police Department for failure to appear (driving on a revoked driver’s license), violation of probation, failure to appear (shoplifting).

• Kory Thomas Lawson, 31, 620 Willow St. N.W., was arrested by the Cleveland Police Department for violation of probation.
