David Kelley, with the Cleveland Bradley Family Resource Agency, directs the Head Start program for Southeast Tennessee, prekindergarten for Bradley County and Cleveland City Schools and the early Head Start program. He was Civitan special guest Wednesday at the Mountain View Inn. He spoke about the success of the Cleveland Head Start program high quality services in early childhood education and health.
